President’s Message My fellow Commissioners and I recognize that a diverse supplier pool fosters opportunity and offers advantages of new perspectives, unique talents and cutting edge ideas. The Board believes it is essential for the utility sector to remove barriers and offer opportunity for qualified, experienced and value-driven minority, women, and disabled veteran-owned business enterprises. Furthermore, partnering with a diverse supplier pool regardless of race, gender, age, national origin, religion, sexual orientation, or any other legally protected characteristic fosters the business environment needed to succeed in this market. Richard S. Mroz, Esquire, was named by Governor Christopher J. Christie as President to the N.J. Board of Public Utilities on October 6, 2014. President Mroz also serves as a member of the Governors Cabinet. Mr. Mroz was nominated by Governor Christie to serve as a Commissioner to the Board on September 18, 2014 and was confirmed by the Senate on September 22, 2014. As President of the BPU Mr. Mroz continues a long and distinguished career in legal affairs and public service. Prior to his nomination, Mr. Mroz worked in private practice as a lawyer and lobbyist. Rick provided clients with strategic counsel and advice on financing, project development, corporate external affairs and related business law matters. In addition to his legal practice, he also was the managing director of Archer Public Affairs, an affiliate of Archer & Greiner P.C., in Haddonfield, New Jersey, which provides consulting services on non-legal engagements for business development, government relations and regulatory affairs for real estate, gaming, utility and technology clients. From 1991-1993 Mr. Mroz served as the County Counsel for Camden County New Jersey. In 1993 former New Jersey Governor Christine Todd Whitman appointed him upon her inauguration to serve as the Director of the Authorities Unit. In this position he was the Governor’s counsel for, and liaison to, the State’s largest independent agencies such as the New Jersey Economic Development Authority, Delaware River Port Authority, Sports and Exposition Authority, and the Housing Mortgage Finance Authority. Mr. Mroz oversaw and negotiated agreements for to the introduction of E-Z Pass in the region, proposals for Off-Track Pari-mutuel Wagering, and personally negotiated the public-private Road Development Agreements with Mirage Resorts (now MGM) for the Atlantic City-Brigantine Roadway Connector. Governor Whitman then in 1998 appointed him as Special Counsel to the Governor and he undertook responsibility for negotiations with the Giants, Jets, Devils, and Nets professional sports franchises for new or upgraded facilities at the Meadowlands Sports Complex and in other locations including Newark, New Jersey. He also coordinated the Whitman Administration efforts to attract a NASCAR Racetrack to New Jersey and development efforts in Camden, New Jersey. During this time he was also engaged to complete the parameters of Governor Whitman???s efforts to privatize the World Trade Center, which is owned by the Port Authority of New York and New Jersey. In June 1999, Governor Whitman appointed Mr. Mroz as Chief Counsel. As a cabinet member, he served as the Governor’s primary advisor for legislative affairs, judicial and prosecutorial appointments, as well as, legal, policy and management issues of the State government. Governor Whitman designated Rick as New Jerseys representative to Philadelphia 2000 (Philadelphia’s Host Committee) for the National Republican Convention. In that position, he coordinated all of New Jerseys efforts to support the 2000 Convention including numerous special events. Mr. Mroz left government in 2000 to return to the practice of law and initiate affairs as a lobbyist and consultant. However, he continued to serve in various capacities in political and public affairs. He serves on the Board of Directors of the Federal Home Loan Bank of New York, which provides funding to member financial institutions in New Jersey, New York, Puerto Rico and the Virgin Islands. He has served on the Banks Congressional and Regulatory Affairs Committee, is a founding member of the Bank’s Corporate Governance Committee, and was a member of the Boards Compensation and Audit Committees. His work with this financial services institution includes having been the Bank representative to the Council of Home Loan Banks, which is the national trade organization representing these institutions. Of particular note is that President George W. Bush appointed Mr. Mroz to the Commission on White House Fellows in 2007. This national non-partisan commission is made up of individuals who represent a broad range of backgrounds, interests, and professions. Founded in 1964, the White House Fellows program is America’s most prestigious program for leadership and public service. In 2012, Governor Chris Christie appointed Mr Mroz as a Commissioner of the Delaware River & Bay Authority (DRBA), a congressionally chartered bi-state transportation agency. The DRBA operates bridges, airports and ferries between New Jersey and Delaware including the Delaware Memorial Bridge, the Cape May- Lewes Ferry, and airports including ones in Millville, New Jersey and New Castle, Delaware. Previously, he served as counsel to the DRBA. Mr. Mroz also been active with representations or service to professional and community organizations. He served as co-counsel and legislative agent to the New Jersey Conference of Mayors and was a member of the New Jersey Supreme Court Committee on the Unauthorized Practice of Law. Rick was Chairman of the Board of the Volunteers of America of the Delaware Valley and is a former member of the Board of Directors of the New Jersey Alliance for Action and the New Jersey Chamber of Commerce. Active with his college alma mater, Rick served for many years on the Board of the University of Delaware Alumni Association and served as the association President. Mr. Mroz is married to Lynne A.
